I dont know about the rest, but about this: You can't - it is illegal. Oh, I thought MEGAWATT laser but I think you mean milliwatt. It think that everything under 1mw is legal

I have a Antec GX500 (that was the cheapest one on inet one year ago. It does has some dustfilters but it do let in some tiny amount of dust. I clean it every 3-5 month. I am not that picky regarding the noise level actually. My current GPU is a Nvidia 960, planning to change that this summer. I have no problem doing some cleaning and shit, used to it
