BROUGHT TO YOU BY CONSOLIDATED OUTLAND THIS DAY IN HISTORY November 21, 2862 SET Claiming Space: The Race for Land For over eighty years, the Planetary Development Bureau (PDB) has been working with local authorities to not only oversee the zoning of building plots, but to mediate and supervise the sale of land claims for commercial and private use. This vital agency has become such a commonplace part of our lives that its importance is often overlooked today. Rather than tallying up all of the Bureau’s accomplishments in regulating this important aspect of the Empire’s growth, the best way to demonstrate the agency’s past legacy and current significance is to look back at the turbulent history of what land claims were like before the PDB’s founding. As Humans first began to spread throughout the Sol system in the early 22nd century, disputes over land claims were common and would frequently escalate into physical altercations. Earth had become severely overcrowded and people were desperate to escape its confines. The disparate nations that governed the planet had begun to work together on solutions, but could not agree on a land use policy. Each was wary of the others trying to gain disproportionate control over the unclaimed territory, and fear over the amassing of political power left Humanity’s expansion largely unregulated. Not only were there multiple incidents of asteroid miners waging sabotage campaigns against their rivals’ outposts, but with the terraformation of Mars underway, speculators were eagerly trying to grab as much of the valuable land as they could. Historian Dr. Kailanni Boden dubbed the era the ‘Red Diaspora,’ “not only because the red planet was the focus of the settlement, but because of the violence commonly associated with the Martian territorial disputes.” Determined not to repeat those mistakes when Humans began settling their first extrasolar system, Croshaw, the governing committee established the Freeman Act to help regulate the dispersal of land rights. Under the act, settlers would be guaranteed a place to homestead. Disputes could be filed with the Freeman Office and settled through official means, rather than the parties taking matters into their own hands as they had so often before. The Freeman Act was deemed such a success that when the United Nations of Earth was formed a short time later in 2380, included in its original statutes was the creation the Office of Land Development to continue regulating land claim registration. Despite the improvements the office brought with it, many at the time chose to operate outside of the law since the fees associated with illegal land development were often considered less cumbersome than following the proper protocols. With the land rush in full swing, waiting for paperwork to clear could cost a developer a massive amount of funds. Such was the case in 2530 when Gaia Planet Services decided to go ahead and begin illegally terraforming what would reveal itself to be an alien-occupied world. That incident in the Pallas system not only nearly kicked off an interspecies war between Humanity and the Xi’an, but it showed that time for greater regulation had arrived. When Ivar Messer became Imperator a few years later in 2546, one of his first policies was to declare eminent domain over the newly forged empire. To legally develop or settle any parcel of land, irrespective of who discovered it, one would first have to apply to the Office of Land Development for permission. It soon became obvious that those who had cultivated the Messers’ favor were significantly more likely to be granted valuable land rights. By the 27th century, the Directorship of the Office of Land Development had become one of the most coveted positions within the Empire, thanks to ever more blatant practice of corporations offering generous kickbacks to have regulatory decisions go their way. Company records uncovered after the dissolution of the Hathor Group revealed that they had allocated a large slush fund specifically for donations to the then-Director’s personal charity fund. With the fall of the Messers in 2792, the newly formed government attempted to reform the Office of Land Development, but it would continue to be plagued by accusations of corruption and cronyism. In a 2861 Wightman Award-winning piece, the Terra Gazette exposed how the office continued to favor large corporations and wealthy individuals, often illegally granting them preferential treatment over the rightful claims of average Citizens. Many government officials were forced to resign as their questionable behavior came to light, and in one instance Shubin Interstellar was required to return a sizeable parcel of land they had been developing for mining. In the wake of the scandal, the Senate decided that the best approach to the problem would be to start with a clean slate. On November 21, 2862, the Office of Land Development was officially shut down and the Planetary Development Bureau was launched to oversee all land regulation. From its very foundation, the Bureau was designed to bring transparency and fairness to every step of the process. Even the landmark sale of the Stanton system to private corporations was handled with an unexpected amount of openness when compared to the Bureau’s predecessor. With a streamlined claims process in place, it has become easier for licenses to be acquired, leading to a sharp rise in territory being registered legally. These transactions generate more tax revenue as well as ensure that landowners actually receive the rights and protections accorded to them under the law. Recently, there has been a major push to encourage the settlement and development of the Empire’s frontier. As part of this initiative, the PDB has been making additional parcels of land accessible to the public for purchase. It is believed by policymakers that as sectors become more developed, they likewise become more secure. Statistics from recent studies show that it is significantly harder for outlaws and Vanduul raiding parties to gain purchase in UEE-controlled systems when there are settlers and companies with vested interests in ensuring the protection of that territory. Combine this with Consolidated Outland’s recent introduction of a self-contained colonization platform, and many are expecting to see a new golden age of land development in the second half of the 30th century. MARION KEPLINGER: Not the exact number, no. I believe our research showed that less than 20% of companies that bid ever received one. SENATOR TURSON HASKEL (U – Asura – Ferron Sys): And yet Torral Aggregate landed one on their first try. Why do you think that is? MARION KEPLINGER: Good question, but probably one best suited for High Command. After all, they selected our bid. SENATOR TURSON HASKEL (U – Asura – Ferron Sys): We’ll get to that, but right now, I’m more interested in your thoughts on the matter, Ms. Keplinger. MARION KEPLINGER: Well, Senator, from my understanding of the process, the bid usually goes to the company that guarantees the minimum viable product at the most cost effective price. A whole lot of it, actually, will end up leaving the Empire because of this deal. Did any outside individuals or entities provide help with Torral’s bid? MARION KEPLINGER: Could you clarify the question, Senator? SENATOR TURSON HASKEL (U – Asura – Ferron Sys): Did Torral Aggregate receive help from the Xi’an government when preparing their bid? MARION KEPLINGER: Torral had to seek approval from Emperor Kr.ē before placing this bid, but that is perfectly normal for a Xi’an corporation. All important issues like this are brought before the government, much the same as we are doing here. SENATOR TURSON HASKEL (U – Asura – Ferron Sys): So, I’ll take that as a yes. And how long has Torral been preparing for this bid? MARION KEPLINGER: I don’t know, precisely. I was brought onto the project after it was already up and running. SENATOR TURSON HASKEL (U – Asura – Ferron Sys): Care to make an educated guess? MARION KEPLINGER: I believe it was late 2915. SENATOR TURSON HASKEL (U – Asura – Ferron Sys): So, going back well before HuXa was even in place. Three decades working on a single deal that wouldn’t have even been legal at that time. That’s awfully foresighted of Torral wouldn’t you say? SENATOR JANNA THURVILLE (T – Severus – Kiel Sys): Excuse me, Chairman Haskel, but I’m a bit confused by this line of questioning. When you invited representatives from Torral Aggregate to join today’s session, I was led to believe the focus would be on their proposal to purchase decommissioned military facilities on Severus. Not to interrogate them about their Army contract. SENATOR TURSON HASKEL (U – Asura – Ferron Sys): Well, Senator Thurville, this is all new to me since HuXa made it legal for Xi’an companies to receive government contracts. We can’t tell the military how to spend its credits, but our approval is still needed to sell these facilities. So, you best bet I have a few questions for a company linked with a foreign government before I endorse this sale. Now, Ms. Keplinger, all contractors working on projects for the UEE military must obtain special clearance first, correct? Care to share with me who in a Xi’an company is qualified to have such clearance? MARION KEPLINGER: I’d be happy to name a few of the people who— SENATOR TURSON HASKEL (U – Asura – Ferron Sys): We’d prefer if you provided us a full list. MARION KEPLINGER: My apologies, Senator, but I don’t have one in front of me. SENATOR TURSON HASKEL (U – Asura – Ferron Sys): Well, I for one am not willing to put this land sale up for a vote until this committee had reviewed said list and is confident that Torral Aggregate have the personnel in place to properly administer this contract. At CitizenCon 2947, we met one of Star Citizen’s early stretch goals and debuted the Xi’an language. We couldn’t be more thrilled with the warm reception it’s been given. Our xenolinguist Britton Watkins has continued to develop the language since its debut. Many members of the community have already contributed to the evolution of the language by suggesting ideas about Xi’an culture as well as words to be added to the dictionary. We’ve already added 98 more words! Britton and the Lore team would like to invite you to help us name these three Xi’an animals, recently designed by the art team. We’ve provided descriptions of the animals below to help you in the naming process. The winners of the contest will have the names of the animals featured in this week’s Xi’an Language Lesson video. You can find the rules below the descriptions. Please comment on this page with your suggestions. Entries are due November 16th at 12:00 PM PST / 8:00 PM GMT. Happy naming! Wool-Yielding Animal A domesticated animal bred for its fur, which is used in textiles. The cloth it produces is soft, smooth, durable, and takes well to colors; like a cross between vicunña and silk. Native to rocky, high-altitude biomes, its unusual hooves are well-suited to navigate among craggy terrain. The Xi’an have effectively propagated this species throughout their entire empire. Apex Predator An apex predator. Native to Xi (Rihlah V), this species is an arboreal animal that can glide from tree to tree in pursuit of its prey. It generally feeds on other arboreal creatures, but has been known to go after land-dwelling creatures if they’re the right size. It mainly preys upon vegetarian animals, but it’s been known to defend its territory from other predators when threatened. Heavily endangered on its native world, but has a stable population on the preserve world Koli (Eealus III). A Popular Pet A common pet. It domesticated itself as the Xi’an developed farming, helping itself to the plagues of pests that would break into fermentation houses and make off with valuable food. It loves swimming and water, as its ancestors used to live in the streams and lakes that supported early Xi’an villages. Consequently, Xi’an find beavers and otters to be the most adorable Earth animals. It comes in many different coat patterns, but unkuth (a series of yellows; pictured here) is preferred. Rules: Names must follow Proper Xian phonology. All non-native combinations of sounds will be rejected. See the 2nd Chapter in the video series for reminders. It is fine to use “sound symbolism” that is evocative of the creatures’ physical presence or to name them referencing sounds you imagine they make, etc., but these resulting names must conform to the phonological rules of the language. If you need to use “root syllables” that are not currently listed in the dictionary (new tai), please explain that you want to invent the new tai as a part of the name. As a theoretical example: if you want a tai for “hair; fur” and you can’t find one in the dictionary, you can propose that it be created and added because you need it to create a descriptive name. (As an example, North American raccoons are called “washing bears” (アライグマ (洗熊) in Japanese because of their behavior when eating.) Hint: the Xi’an would likely have shorter names (one to two syllables) for more common animals that are more familiar to them in their daily lives or cultural experience. You are naming the species (type of animal) as the Xi’an would commonly know and call it. You are not giving it a personal (pet) name for this exercise. The names will be evaluated based on how well they fit into the Xi’an linguistic aesthetic and how creatively they evoke the animals based on appearance, description, and imagined behavior. Bonus points will be given for additional information provided about how the name was conceived and how it might be used in idioms, etc. in Xi’an cultural contexts. The more concrete your examples, the better. You should also feel free to include the Human name for the animal. This could be an alternate spelling of the Xi’an filtered through human phonology or entirely unrelated to the Xi’an conceptualization of the species name. View the full article

Welcome to Citizens of the Stars, our new weekly program exclusively about you, the Star Citizen Community. Whether through bug reports on the issue council, feedback on the forums, or the creation of content inspired by the game, Star Citizen is only possible because of the community. Citizens of the Stars not only highlights these contributions, but also puts a dev in the hotseat for a round of Quantum Questions, which addresses some fun facts about the dev and game. Frustmaster discusses how he makes his cinematic videos, and then JJ La Britt provides details on making various Star Citizen shows during Quantum Questions. Greetings Citizens Xē’suelen Citizens, This is my first “This week in Star Citizen” post as a Community Manager of Cloud Imperium Games. I received such warm welcomes online and in real life since I started working here, that I just want to start my piece with a big Thank You to everyone. And what better time to join this great community! We’re getting closer to a PTU release of Alpha 3.0 every day and focus on the remaining must-fix issues and performance improvements. It’s an exciting time for all of us here at CIG, and we can’t wait to be able to share our work with you! Speaking of exciting things, last week we integrated some changes to our production schedule report based on your comments in Spectrum and on our social channels. We’re always trying to improve, so please don’t stop sharing your feedback and let us know what you think! With that, let’s see what’s going on this week: We’re kicking off the week with a new episode of Citizens of the Stars, highlighting the incredible contributions made by our community. Our Spotlight guest is Frustmaster, who’ll fill us in on how he is creating his astonishing ship cinematics. Catch it here. On Tuesday, our Lore Team will publish a new post, offering an exclusive look at the history of the Star Citizen universe. You can find all previously released posts here. On Wednesday, we’ll explore another system in the Star Citizen universe with Loremaker’s Guide to the Galaxy.
