    450-475nm laser on phosphorescence

Well, you could always focus a UV light to a small spot. But that takes some tinkering sometimes depending on the design of the light. Also, UV light are safer for the youth. Regarding most companies, you can get a test batch of 10 or so (instead of 1000). Not sure if they need to verify if you have a Certificate or not. Why not apply for a certificate? Its mostly there for you to sign that you will not do anything illegal with it. Using it for educational purposes should be ok.

    450-475nm laser on phosphorescence

I want a MegaWatt laser.... Please, I need this... for my work! Joke aside, the only types of laser you are going to find in Sweden (for a reasonable price) are only weaker red-point laser which often barely makes anything more than a weak red dot on the wall. BUT, if you are talking about this video below, I would suggest you could try using handheld UV lights, which you are allowed to import with a stronger wattage. UV light works allot better than regular flashlights, but not as good as a strong laser pointer. You can see him using UV lamps @ 6:06

    What cooler do you recommend?

ok, so taken into account that you still do your own maintenance I would recommend using a high tier air cooling solution. First that comes to mind is the Noctua NH-D15 SE (839 kr) (SE is compatible with Ryzen). With this you get better performance than with a closed water solution (which would have been quieter and less maintenance depending on where you place the radiator.) However you need to verify that it will fit with your current Graphics Card and if you have any extra accessories. I suspect you might need to move the rear fan if you have one as it's already pretty cramped with the older Noctua NH-U14S (does not support Ryzen out of the box) as seen below. The older Noctua NH-U14S is basically only one heatsink instead of two. Images taken from this review.

    What cooler do you recommend?

ok, to counter your question with two questions - What Chassi do you have (will it let in dust?) do you want a maintenance free cooler or can you have a more performance based one with more maintenance demand. - Noise level req Are you picky when it comes to the noise level? I do think your PSU will be enough as everything connected to / via the Mobo takes around 100 w in total. It's more of what GPU + how many fans/spindisks you have.
